The alteration in the forms of licences would require certain amendments of the Merchant Shipping Ordi- -nance of which a draft will be submitted if you approve the

principle.

The above recommendations entail the abolition of the class of unlicensed Junks and it is proposed to charge licensed and unlicensed Junks the same fee. It is not anticipated that these fees will deter Junks hitherto unlicensed which do not frequent the Colony as frequently as Licensed Junks from taking out Licences.

It also involves the amendment of Section

39 (10) relating to special permits see pages 5 and 6 of Mr."

Trading Junks would under the new system be required to enter and clear on each occasion. Apart from other reasons this innovation seems to me desirable in the interests of the revenue from Liquor duties.
