The alteration in the forms of licences would require certain amendments of the Merchant Shipping Ordi- -nance of which a draft will be submitted if you approve the

The above recommendations entail the abolition of the class of unlicensed Junks and it is proposed to charge licensed and unlicensed Junks the same fee. It is not anticipated that these fees will deter Junks hitherto unlicensed which do not frequent the Colony as frequently as Licensed Junks from taking out Licences.
